Realtime vs fallback control

The HVN presentation runtime has a conservative polling fallback, but public broadcast operation should use the realtime control Worker so TAKE/CLEAR/emergency changes arrive immediately rather than waiting for a fallback poll. When realtime is connected, the browser greatly reduces fallback polling.

Before a public show: test one command in every market with two separate browsers: one Command operator window and one HVN viewer window. Confirm the viewer changes without a refresh.

Timed controls now self-normalize

Station IDs, screen-bug ads and commercial breaks normalize back to the correct database state after their configured duration. Early clears/returns are recorded as interrupted instead of falsely appearing as completed.
